MORTGAGE TO BE RETIRED

In July of 1996, as a result of a collaborative effort between outgoing president of the Central Valley Education Association Roy Maier and the newly elected president Jeff Brown the CVEA purchased a house at 12202 E. Main. After paying rent for a number of years the Association became an office owner. The house has 780 sq. ft. with a full basement on an approximetly 1/2 acre lot. The stove was removed and with the addition of a copy machine the kitchen became the workroom. The two bedrooms became the offices for the president and the office manager and the living room is the meeting room The purchase price for the house and adjoining lot was $95,000. The payment was $438.00 per month at 7.5% interest for ten (10) years with the balance of the contract due in a balloon payment at that time (2006).

In the succeeding years the Association has been able to pay additional amounts on the principal in anticipation of an early payoff of the loan. The Executive Board recommended and the Representative Council recently approved the budget for 2005-06 that included a mortgage payment of $1200 per month.

We have also made an investment in upkeep and remodeling of the office over the years. We have added new carpet and linoleum, new paint and paneling of some of the rooms. A new furnace was purchased and air conditioning was added. We also had the exterior vinyl sided and the metal roof is in good shape. In short, we feel the office will meet our needs for the long term.

As of November 1, 2005 the balance of the loan is $23,701. At the end of the 2005-06 school year the balance will be approximately $14,000. Barring unforeseen financial difficulties the Executive Board is committed to paying off the mortgage from the balance in our reserve fund next summer.

WEA/PAC DRIVE

WEA-PAC is a political action committee that is only involved in candidate issues, not levies, not bonds, not initiatives, only political races from school board to state offices. It is a separate organization with a separate staff, funding and bylaws. They interview and question candidates to help members understand the candidates’ views. Republican or Democrat is not an issue. WEA-PAC supports any candidate that is a friend of public education regardless of party affiliation. It has an 80% success rate on political races. WEA/PAC contributions may play an important role in next year’s legislative races.

State law prevents payroll deduction for WEA-PAC. To support WEA-PAC you will have to contribute each year by check, cash or automatic deduction from your checking account. Yearly dues are $20.00. This is a $1.67 per month investment in your future. Your building rep will have a meeting to urge all members to join. Please give it consideration. Remember, as long as politicians are involved in education-- educators should be involved in politics. Your professional well being may depend on it.

LEAVES

The following is a summary of the leaves available to the certificated staff of the Central Valley School District as provided by the Collective Bargaining Agreement for the school year 2005-06. For full detail of these leaves, refer to the collective Bargaining Agreement, Article V, Page 27.

Personal Illness: Twelve (12) days/year accumulative to 182, for personal illness, injury, or emergency. Employees contracted for less than full time will receive a proportionate amount of leave.

Emergency Leave: For the 2005-06 and 2006-07 school years emergency leave with full pay shall be limited to three (3) non-accumulative days absence per year for illness or death of a relative of the employee and/or someone with whom the employee has a close relationship. It shall also be granted for emergencies requiring the employee’s personal attention for which preplanning is not possible; or, if preplanning is possible, it will not remove the necessity of the employee’s absence. Effective with the 2007-08 school year, employees with have two (20) non-accumulative emergency leave days.

Personal Leave: Certificated employees shall be entitled to three (3) personal leave days per year, which shall be at full pay. Certificated employees may carry over up to two (2) unused personal leave days from year to year. Two (2) days carried over, plus three (3) days from the current year will equal a maximum of five (5) days to be available in any one year. Unused personal leave may be cashed in each year at the substitute rate of pay. Personal leave days may be taken in half-day increments. For the 2005-06 school year only, employees will have the option of carrying over three (3) days.

Note: This means that if you carried over three days from last year you must use or cash out some combination of three days this year or you will lose them.
Use of personal leave day(s) shall be at the employee’s discretion (no reason required) with the following limitations:

1. Personal leave cannot be used during the first and last week of school.

2. Use of personal leave to extend a holiday or break will be limited to the first 8% of staff per building and the employee must provide at least forty-eight (48) hours prior notification. This applies only to staff requiring substitute coverage. (Section E, Page 29)

Bereavement Leave: Employees shall be entitled to five (5) days per occurrence of bereavement leave for a death in the immediate family (mother, father, sister, brother, child, spouse, grandparents) or the death of a parent of the teacher, spouse or significant other. (Section G, Page 28)

Unpaid Leave: Requests for unpaid leaves shall be submitted in writing to the principal/supervisor and approval shall be coordinated with the Personnel Office. Pre-approval is required. Consideration for approval will be limited to unique circumstances or opportunities and only when personal leave has been exhausted. If the leave is approved, employee pay will be deducted at per diem rate.

Note: Unpaid leave will also result in loss of FTE credit for the year. That means the employee will not be given credit for a full year of service.

$SAVE MONEY$

The “Section 125 Flexible Spending Account” will enable district employees to increase your take home pay by lowering your income tax and Social Security deductions each month. You can save money if you spend out of pocket for any of the items listed below.

To establish a “125” account you will have to make an estimate of the above expenses you will spend for the calendar year 2005. Divide the total by 12 and notify the payroll department to withhold that amount each month from your paycheck. The money will be deducted from your gross pay before taxes. This will lower your taxable income and you will pay less income tax and social security tax.

The monthly amount deducted will be deposited in a flexible spending account for you to make withdrawals from during the year. This money can be used to pay for any unreimbursed qualifying expenses tax free.

For example, if you spend $50 every month on prescription drug copays, you can have the $50 taken from your paycheck before taxes. Then when you spend money on the copays, simply send in the receipts and the money will be sent back to reimburse you, again, tax free.

It is important, however, not to overestimate your expenses. The IRS requires a “use it or lose it” policy. Therefore, you must use up your entire Flexible Spending Account by December 31 or forfeit the balance. If you have questions regarding this program please call Jeff Gilson in payroll at 228-5462.
