In the process of preparing these changes, several anomalies surfaced in our guiding documents. First, somewhere in the late 70s or early 80s the original documents identified as the Constitution and Bylaws were renamed the Bylaws and Standing Rules. Same documents - different name. Additionally, through many years of revisions, several places in the documents are redundant or in conflict with other parts.
In the process of promoting the changes that were brought to the Building Representative meeting, we have now made an effort to completely clean up our guiding documents. With your approval we will rename them the Constitution and Bylaws, add language to affect the three changes listed above, and make editorial corrections. The intention is to send you an electronic copy of the proposed documents in early November. We will then provide ballots to the building representatives at the November Building Representative meeting. It will take a two thirds favorable vote of the membership to approve the documents.
With the advice of WEA Eastern Washington staff members and WEA legal, we propose moving a few elements into a new document called the Policy Manual. We will form a committee upon approval of the new documents to develop the Policy Manual. IRS regulations will be requiring certain documents in the near future. Among those will be a conflict of interest form that must be signed by Association officers upon assuming office. This form and the supporting documents will become part of the policy manual as well.
When all of this is accomplished, we should be able to move forward with confidence that our guiding documents are proper.

The Teacher and Principal Evaluation Pilot or TPEP committee has been formed, and has held their first major meeting. We have not yet addressed content, but have reached agreement on process. There is large committee that is slated to meet once a month, and a small core committee that meets more often. Every building has a CVEA member representative on the committee. That person should be bringing regular updates to the staff in your building.
A committee was formed, has met, and the procedure has been determined for providing financial assistance for those who wish to pursue their National Board Certification. The application forms will be available on the My CVSD website by November 1. Successful applicants may receive up to one $850.
The Representative Council of the Central Valley Education Association is made up of the CVEA Executive Board and Building reps from all buildings in the district. Each building is allowed a representative for every ten certificated employees or major portion thereof. This organization meets once a month, usually the third Tuesday. The Rep Council is the heart of the organization. They approve the annual budget, select members of the bargaining team and must ratify any changes in the organization’s Standing Rules (proposed to be Bylaws). Building VisitationsThe best laid plans of mice, men and CVEA presidents....I have found that things are popping up that prevent me from being where I said I would be, so I am going to simply email the staff in a building a day or two ahead of a lunch-time visit to alert them rather than to try to predict a month ahead of time when I can be there.
