Once again it is time for CVEA elections to the Executive Board. Your Building Reps will be conducting elections for next year’s officers and our delegates to NEA/RA. Thank you to those members who have chosen to devote their time to the Association and to public education. Those who are running for office are listed below along with information regarding experience and current assignment. We will also vote on a proposal to amend the bylaws as outlined on the next page.
Dick has taught in the District for 30 years, all of them at CVHS as a math instructor. He is completing his first year as the President of the CVEA and looks forward to representing the members as we move into a year that will bring open contract negotiations.
Vicki has worked in the District for 17 years, all of them at the middle level. During this time she has served on several district committees. Vicki was an athletic director for nine years and has represented middle school athletic directors and PE teachers on bargaining issues. Currently she is serving as Vice President on the Executive Board. Last year Vicki was on the team of 6 during bargaining, has attended WEA training for contract negotiations, grievance training and bargaining issues.
June currently teaches 4th grade at Liberty Lake Elementary. She has been in the District for 17 years. June has been a Building Rep for 12 years, served on the bargaining team, has been a delegate to the WEA/RA and NEA/RA and is currently serving as the Elementary Member at Large on the CVEA Executive Board.
Monica has been in the District for seven years and has been involved in WEA for ten years. She was previously an association member for the mid-state area for three years until returning to Spokane in 2002. Monica has been a building rep at Evergreen since 2002 and attended the WEA Sparks conference in 2003. She has served on the Team of 12 bargaining team, the Evaluation Review committee and has served as a delegate to the WEA/RA. This was Monica’s first year serving on the Executive Board as Middle School Member at Large.
Vicky has taught in CV since 1998. Prior to that she taught in Genesee School District in Idaho where she served on the bargaining team for two years. In Central Valley Vicky taught at Greenacres JH until reconfiguration when she moved to the high school level. She currently teaches Art at University High School. Vicky is Board certified and teaches workshops for NBPTS and Pro Cert candidates for EWU and GU. She has worked for the WEA Speakers Bureau and was selected by WEA to serve on the Gonzaga University PEAB since 2005.
The WEA Eastern UniServe Council is responsible for furnishing all of the volunteer workers for this year’s WEA Rep Assembly. Central Valley Education Association is by far the largest local in Eastern Washington and so we should shoulder our fair portion of the responsibility.
There are 7 time slots that are roughly 3 hours in length starting with one Thursday evening, 3 on Friday and 3 on Saturday. Those that work during the day on Friday will be asked to work at least one shift on Saturday. Find a friend and volunteer for a couple shifts together. The WEA will provide a quick training session, free parking and food during your shift. It will be a fun way to see the state governance in operation while supporting your UniServe Council, the CVEA and the WEA.

These two bills, the results of the Basic Education Financial Task Force will decimate many of our rights and benefits gained over years of hard fought collective bargaining. The pay scale will be reduced to 3 steps, residency, professional and masters. New teachers will be put on probation status for 5 years instead of two and advancement up the scale will be determined in part by peer evaluations and student test scores. All TRI and I-728 money will disappear and there will be no recognition of master’s and doctorate degrees. The only way to make it to the top is to get national board certification. LID days will increase to 10 and be determined by the administration. Graduation requirements will increase to 24 credits and your planning periods will be controlled by administration. The new salary schedule will be implemented in 2011 and will supersede any existing contracts. Existing staff will be grandfathered in but the grandfathering phase will be very short lived. Immediate funding for these bills has not been addressed. These bills are filled with unfunded mandates and we already know the impacts of those having dealt with No Child Left Behind and the WASL. We need solutions to the funding shortfalls, not more unfunded pipe dreams.
The Full Funding Coalition has presented two alternate bills. These are HB 1817 and SB 5607 and are supported by the Association of Washington School Principals, Washington Association of School Administrators, Public School Employees, Washington State Schools Directors Association and the WEA.

The executive board has recommended that the terms of office for the president and vice president be lengthened to two years from the current term of one year. In accordance of the CVEA Bylaws and Standing Rules this change will need a 2/3 vote of the participating members in this election. Complete language of the proposal was printed in the January Perspective and will be available at the polling place.
If approved the change will go into effect with the 2010-2011 school year for the president and the following year for the vice president. Staggering the terms will produce more stability and ease the transition in the future. Thank you for your consideration of this proposal.
