Central Valley School District citizens will vote on a three-year school programs and operations replacement levy on the March 14 ballot. The levy renews the District’s current levy, which expires in December 2006.
Virtually all District educational programs are supported by the levy, which provides approximately 16% of the district’s day to day operating budget. Approval of the levy also provides additional state funds through levy equalization.
Quick Facts:
Not a new tax - the proposed levy renews and replaces an expiring three-year levy approved by Central Valley voters in March 2003.
Funds the gap - the proposed levy maintains educational programs and activities for students not funded by state and federal dollars, operating budget--$16.645 million in 2007, $18.230 million in 2008, and $19.945 million in 2009
Will not raise taxes - the tax rate for the levy is estimated to be $.09 cents per $1000 of assessed property value, less than tax rates in 2005
Cost to taxpayers - proposed levy rate is $3.50 per $1000 of assessed valuation(reduction from 2005 school levy rate)
BOND INFORMATION
On March 14, Central Valley School District citizens will also vote on a $55.2 million construction bond to remodel three elementary schools and build two new schools. The proposed bond will address students housing needs across the 80 square mile district including comprehensive upgrades to aging schools and construction of new schools in the face of an enrollment growth rate more than three times the rate experienced throughout the 1990’s.

Plans for growth - this construction bond is the first of three phases of capital facility improvements planned over the next 10-12 years
Addresses impacts of growth - builds one new elementary school and one new middle school in the fast growing eastern part of the district
Maintains and updates technology - facilities improvements to six schools: Broadway, Chester, Progress, Sunrise, University Elementary schools and Summit School
Upgrades aging facilities - remodels of Opportunity, Ponderosa, and Greenacres Elementary Schools.
Amount - $55.2 million 20 year construction bond
Cost to taxpayers - additional .60 cents per $1000 of assessed valuation
or $60 more per year for a home assessed at $100,000

CVEA EXECUTIVE BOARD ELECTIONS
Once again it is time for CVEA elections to the Executive Board. Your Building Reps will be conducting elections for next year’s officers and our delegates to NEA/RA as well as the proposal to increase the president’s salary. Thank you to those members who have chosen to devote their time to the Association and to public education. Those who are running for office are listed below along with information regarding experience and current assignment.
PRESIDENT
Kent Richardson
Kent retired in 2001 after teaching in CVSD for 31 years. He served in various Association positions over the last 15 years including Grievance Chair, Bargaining Team member, Building Rep, delegate WEA/RA and NEA/RA. Kent is currently serving his fifth year as CVEA President.
VICE PRESIDENT
Steve Lalonde
Steve has taught at University High School since 1984. He has served as Member at Large and Vice President of CVEA and as a delegate to WEA/RA and NEA/RA. Steve has also served on the Bargaining Team for the last three terms. He is currently CVEA Vice President.
SECRETARY/TREASURER
Shirley Brick
Shirley is serving in her second year as Secretary/Treasurer of the Association. Shirley has been in the District for 12 years and been a Building Rep for 8 years. She currently teaches at Greenacres Elementary and likes puppies and chocolate.
MEMBER AT LARGE-ELEMENTARY
June Cunningham
June currently teaches 4th grade at Liberty Lake Elementary. She has been in the District for 15 years. June has been a Building Rep for ten years, served on the bargaining team, has been a delegate to the WEA/RA and NEA/RA and is currently serving as the Elementary Member at Large on the CVEA Executive Board.
MEMBER AT LARGE-MIDDLE SCHOOL
Vicki Arnold
Vicki has taught PE and science at Greenacres Middle School for 14 years. She has also served as athletic director. Vicki has been a Building Rep and has represented middle school athletic directors and PE teachers on bargaining issues.
MEMBER AT LARGE-HIGH SCHOOL
Dick O’Brien
Dick has been in the District for 28 years, all of them at CVHS as a math instructor. He has served as the department chair for math and as the head of the math vertical committee. Dick currently serves as the High School Rep on the Executive Board and is on the bargaining team.
MEET THE CANDIDATES
There will be a general membership meeting prior to the representative Council Meeting on Monday, February 13 to meet the candidates for Executive Board and take nominations from the floor. The meeting will be held at Players and Spectators at 12828 E. Sprague. All members are invited. Members are also welcome to stay for the Rep Council meeting which will follow.
The following members have been selected by affirmation of the Rep Council to represent CVEA at next month’s WEA Representative Assembly in Tacoma March 23-25.
